2 kilometres around Lot10, KL

The Federal Territory Minister wanted to ban soup kitchens from operating in the 2 km radius around the centre of KL, which is interpreted to be around The Lot 10 shopping complex.
A. Its an area of intense economic activity.
B. Economic activity means people with money.
C. People with money want to use the money to get what they want and desire.
D. People want and desire a lot if things ranging from the mundane like cups of Starbuck's coffee to new automobiles to the more illicit stuff like sex and drugs.
E. Others want money too but they lack the opportunity and / or contact the former has so they resort to fulfilling these desires. Hence they gravitate to this area.
F. The less fortunate of those who gravitate to this place are unable (or does not desire to if they have some mental issues) to put a roof over their heads on a regular basis. Hence they are home less.
So, if we follow this train of thought, we will find that the real cause leading to the increase of the homeless in the area is thebroot cause which in intense economic activity. Closing down the soup kitchens would not solve the problem of the presence of the homeless but shutting down the intense economic activity might. So, to solve the problem of the homeless, the Federal Ministry should clamp down on the businesses in the two kilometer area around Lot 10.  Ita simple really...... Or is it?
