Asking PTPTN questions

In the last few days, I have been hearing people talk about the PTPTN almost incessantly.  The disappointing thing is that the conversations have not all been satisfyingly.  The students whom I would expect to be able to delve into the matter at a greater depth have, the ones I have heard, only been rehashing political rhetoric and repeating popular media discourses.  I am left waiting to hear them ask more pertinent questions. 

Allow me to illustrate the kind of questions that I would like to hear explored.  Lets say we do decide to have free tertiary education.

  1. How will the funds be distributed? Will we be trying to replicate the school model at tertiary level? I hope those talking about this realise that tertiary level institutions are varied.  For example, we do not have research schools but we do have research universities.
  2. The different institutions presently charge very different rates, will the government be paying a flat rate when we have free education?
  3. If they will be paying a flat rate,  how will the different institutions handle the new income pattern? Will the government be paying the difference also?
  4. Will the fund allocation be automatic? Would the students have to apply for funding or will it be automatic and they will only have to apply for places on university courses?
  5. What if the are unscrupulous management of certain institutions and they decide to ask for funding for imaginary students, dormant students or students who have dropped out?  It may be harder to trace if the student themselves are not involved in obtaining the funding.

I have more questions that I would like answered but I’ll keep them to myself for now and let you find questions of your own.
